Prepare for the worst; hope for the best. Preparedness is the first objective that CARES members pursue. As stated in the SOP Part I Section 2, "CARES members prepare for activation by taking part in communications systems planning and operations, training, and exercises." Because of its importance in the life cycle of a response, Preparedness is the operational phase in which CARES members will spend the bulk of their time.
